Government officials must compete with
each other
Government officials are employees of the city, not Kings and
Queens, so they are put into competition just like everybody else. They cannot give
themselves any special treatment or privileges. They cannot suppress
their critics or competitors, and
they are not entitled to lifetime positions.
A large
city is divided into sectors
It is difficult to put
government officials into competition, but if a city is very large, it
could be broken into two sectors that are
virtually identical in regards to land,
farms,
people, factories, recreational areas, and resources. This makes it
easy to compare the two sectors, and pass judgment on
which officials are doing the best job of managing their sector.
This Constitution
supports the concept that every city is an independent society, and
every city has the same maximum population limit. To initialize the
situation, this constitution will set the population limit for a city
to half a million adults.
A city with half a million adults would be large enough to divide into
two sectors. However, when we start the process of creating new cities,
there might be some cities that don't have enough people, but
eventually their population will increase to their maximum level. At
that point every city could be split into two sectors.
Only the Operations Branch would be
divided
Each sector of the city
would have its
own Operations
branch, but the city would have only one Analysis
branch, as
illustrated below.
This puts the Operations
branches into competition with one another, and by making the sectors
identical, it becomes easy for us to pass judgment on which
of the Operations branches is
doing the best job of managing their sector of the city.
We will be able to compare the sectors to determine which of them is
producing food, electricity, and other items more efficiently; which of
their
school systems is producing students who are better prepared for jobs;
which sector has the most stable and pleasant friendships and
marriages; which sector has developed the most useful recreational
activities; and which sector has the most attractive gardens,
plazas, and city art.
We would also be able to determine which
sector has the least
amount of crime, obnoxious behavior, obesity, tooth decay, diabetes,
arguments,
recreational
injuries, divorces, sleep disorders, eyeglasses, and cancer.
The voters are required to routinely replace the worst performing
government officials, so those type of comparisons will allow voters to
do a better job of determining which government officials are the most
talented at finding ways to improve our lives, and which of them should
be replaced so that somebody else can try his talents.
The
reason
there is only one Analysis
branch
The three divisions of the Analysis
branch do not
directly control the city. Rather, they analyze the city, the other
government agencies, and the people, and they look for ways to improve
the city and the lives of the people. They also deal with the badly
behaved government officials and citizens.
The Analysis branch provides
checks and
balances for the Operations
branches, so the city needs only one of those branches.
